Also you can try going into bios and under Advanced Bios go to MONITOR section. Get that can and blow up. It turned out that motherboard had support for several fans, and the fan wasn't connected as the main, but as one of the secondary. How To Fix Cpu Fan Error Some dust came out, but it didn't help.

HP 9060n: System fan error has been bugging me ever since I switched the case about 5 years ago!! It could be too low to start the fan (though it shouldn't) Or it might just be a build up of dust that is stopping the fan from starting. Ask the community! It will be like a new one.
Remove the side panel from the computer and inspect the system fan configuration as follows: Unplug all cables from the computer (note the location of each cable for easier reassembly).
