The most effective is to download and run HiJackThis, available from Download.com, but this is a powerful tool and is not for the faint-hearted. This exact problem started happening to me yesterday on my own web site and I thought the server was down but it wan't. I spent a couple hours trying to figure out what went wrong with my blog in IE (since I use Firefox and hadn't noticed for weeks).
