I can imagine that, assuming they were playing around with the servers, they disabled SSL v2 on the servers (see http://support.microsoft.com/kb/187498) but didn't tell anybody to enable TLS 1.0 on the LSP-Fix repairs the Winsock LSP chain by removing the entries left behind when LSP software is removed by hand (or when errors in the software itself break the LSP chain), and I then opened up IIS and rmoved the certificate being used by the ssl default web site and changed it to the newly created certificate.
