Access to the Web Proxy service is denied.(Error Code: 12209) The above rule has been relaxed to allow all protocols and is placed at the top of the priority list. It sounds like you have configured your CSG Wizard in direct mode, i.e. might be worth checking the file on your XA servers to make sure that the STA is correct (and different on both)..
